Terms of Service
The agreement between you and us. It covers what we do, what we do not do, what you are responsible for, and how billing works.
The short version. We help you get registered so you can bid on government work. You own your accounts and your registration. We do not bid for you, we do not give legal advice, and nobody can promise you will win a contract. Registering is free if you do it yourself. You are paying us to do the work.

Agreement to these terms
These Terms of Service are an agreement between you and Xspand Enterprises LLC, a New Jersey limited liability company doing business as Gov Bid Setup. By purchasing a package, creating an account, or using this website, you agree to these terms. If you do not agree, do not use our services. If you are agreeing on behalf of a business, you represent that you have authority to bind that business.
Who we are and what we do
Gov Bid Setup is a private company that provides administrative preparation and support services to businesses that want to register in the federal System for Award Management at SAM.gov. We are not a government agency. We are not affiliated with, endorsed by, or acting on behalf of SAM.gov, the General Services Administration, the Small Business Administration, or any federal, state, or local government agency.
Registration in SAM.gov is free and you may complete it yourself at no cost at sam.gov. Free assistance is also available from the Federal Service Desk and from APEX Accelerators. Our fees pay for our time, preparation, and support. They do not pay for access to any government system and they are not a government fee.
Our services may include preparing your entity information, selecting and entering industry and product service codes, entering your representations and certifications for your review, monitoring your registration status, helping you respond to validation requests, and reminding you when renewal is due.
What we do not do
- We do not guarantee that you will be awarded any contract, that you will win any work, or that you will be eligible for any particular solicitation.
- We do not prepare, price, or submit bids or proposals on your behalf.
- We do not provide legal, tax, accounting, insurance, bonding, or employment advice.
- We do not make certifications or legal representations on your behalf.
- We do not act as your authorized representative before any agency.
- We do not use your Login.gov credentials or log in as you.
- We do not control government processing times or decisions.
Access to your registration
Federal rules require that the Entity Administrator for your registration be an employee, officer, or board member of your business. That person is you or someone at your company, not us. You will create your own Login.gov account and complete your own identity verification. Only you can do this.
To perform the work, you may assign us an Entity Data Entry role on your registration. We access your registration using our own credentials under that authorized role. We never use yours. You may remove our access at any time, for any reason, without contacting us first.
You remain responsible for reviewing your registration before it is certified and submitted, and for the accuracy of every representation and certification made in it.
Your responsibilities
- Give us accurate, current, and complete information about your business.
- Create and maintain your own Login.gov and SAM.gov accounts and keep those credentials confidential.
- Respond to our requests for information promptly. Delays on your side extend the timeline.
- Review your registration and your representations and certifications before they are submitted.
- Maintain your own registration after ours ends, including renewing it every 365 days.
- Make your own decisions about which opportunities to pursue, how to price them, and whether you are qualified.
If your business name, address, or taxpayer information does not match your official records, your registration may be delayed or rejected. That is a government validation outcome and not a failure of our service.
Fees and payment
Current prices are shown on our website and are charged in United States dollars. The registration package is a one time fee. Payment is due at purchase and is processed by Stripe. We may change our prices at any time, but a price change will not affect a package you have already paid for.
Subscription and automatic renewal
Please read this carefully. If you subscribe to opportunity alerts, you are enrolling in a recurring subscription. Your card will be charged the then current monthly price automatically each month until you cancel. There is no minimum term.
How to cancel. You can cancel at any time from your billing portal, in the same place and the same way you signed up, without calling or emailing anyone. You may also cancel by emailing Alex@govbidsetup.com. Cancellation stops all future charges. Your alerts continue through the end of the billing period you already paid for.
We will notify you by email before any change to your subscription price, and you may cancel before it takes effect.
Refunds
Our refund terms are set out in our Refund Policy, which is part of these terms.
Opportunity alerts
Opportunity alerts are informational summaries intended to help you decide what to look at. They are not the official solicitation and they are not legal advice. Every alert includes a link to the official source. You must review the official posting and confirm all requirements, deadlines, and eligibility before acting.
We do not guarantee that alerts are complete, that any particular opportunity will be included, that summaries are free of error, or that any opportunity is one you are eligible for. Deadlines and requirements change, and the official source controls.
Timing
SAM.gov states that registration can take up to 10 business days to become active after submission, and first time registrations frequently take longer because of government validation steps. We do not control those timelines and cannot commit to a completion date. Any timeframe we mention is an estimate based on typical experience.
Our content
The content on this website, including text, graphics, and our checklists and materials, belongs to us or our licensors and is protected by copyright and other laws. You may use it for your own business purposes. You may not copy, resell, or redistribute it as your own.
Acceptable use
You agree not to use our services to submit false information to any government system, to register a business you are not authorized to act for, to impersonate anyone, to interfere with our website, or to violate any law. We may refuse service or terminate your account if we believe you are doing any of these.
Disclaimer of warranties
Our services and this website are provided on an "as is" and "as available" basis. To the fullest extent permitted by law, we disclaim all warranties, express or implied, including any implied warranties of merchantability, fitness for a particular purpose, and non infringement. We do not warrant that our services will be uninterrupted, error free, or that they will produce any particular result.
Limitation of liability
To the fullest extent permitted by law, neither we nor our owners, employees, or contractors will be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for lost profits, lost revenue, lost business, or lost opportunities, arising out of or relating to our services, even if we have been advised of the possibility.
To the fullest extent permitted by law, our total liability for any claim arising out of or relating to our services will not exceed the amount you actually paid us in the twelve months before the event giving rise to the claim.
Some jurisdictions do not allow certain limitations, so parts of this section may not apply to you.
Indemnification
You agree to indemnify and hold us harmless from any claim, loss, liability, or expense, including reasonable attorney fees, arising out of information you provided that was inaccurate or incomplete, any certification or representation you made, your use of our services, or your violation of these terms or any law.
Governing law and disputes
These terms are governed by the laws of the State of New Jersey, without regard to its conflict of laws rules. Any dispute will be brought exclusively in the state or federal courts located in New Jersey, and you consent to the jurisdiction of those courts.
Note for your attorney. Consider whether to add a binding arbitration clause with a class action waiver, and a short limitations period for bringing claims. Both are common in consumer service agreements and both have specific enforceability requirements that vary by state.
Changes to these terms
We may update these terms. When we do we will change the date at the top of this page, and if the change is significant we will notify customers by email. Continued use of our services after an update means you accept the updated terms. The terms in effect when you purchased govern that purchase.
